Freeware Image Editing Software: (download sites) For the adventurous computer expert, freeware is available for download and installation and experimentation. The following image editors are pretty good ones, especially if you're on a budget! They may not be Photoshop, but you can have a lot of fun with them.Vicman's Photo Editor - A great feature-disabled photo editor with features similar to Photoshop. It comes with lots of interesting filters! Also available in a Pro edition.
Serif Photo Plus 5.5 - An older version of Serif's Photo Plus, this program requires online registration. You can't beat the price.
The Gimp - Originally created for Linux, this program is as robust as Photoshop and improving its features all the time. It includes layers, filters and effects. The newest program sells for $29 but you can download an earlier version 2.2.0. (Download and install the Runtime environment as well as the Gimp program.)
Photo Wizard- Crops, adjusts, adds edges, makes slideshows, albums, calendars and greeting cards, and publishes to the Web.

Pixia - One of my favorites, this Japanese graphics program includes painting tools. I was sad to see the latest upgrade did away with humorous translations into English! Although the biorhythms chart was still there.
Artrage - I couldn't help but include this delightful free paint program (that fits on a floppy disk) from Ambient. You can import a photo (it's referred to as "Tracing Paper") and make it look like a painting.
